He'll make excuses for a few trips to the Affiliated Construction Trades' (or whichever union they are using primarily. I assume that they are getting specialists from the specialty unions but most are coming from the laborers' union and ACT) and/or the Laborer's local halls (which he does fairly regularly) and passively soak up the gossip. He'll also watch to see if anyone is around who doesn't belong there, and listen particularly for issues that he could use to spark a site inspection from OSHA or the Illinois Department of Labor. And mention BlackSun, the oil recycling, and location - much, much closer to majority-black neighborhoods than majority-white neighborhoods.
