If not, he's going to try to get the local ACT counsel and AFL-CIO (affiliated construction trades) to start a picket line. There are plenty of suppliers, et cetera, who will not cross picket lines, so that might slow construction.
If they ARE using union workers, he's going to see what info he can get from the union hall and may try to sic OSHA on them. Or the NLRB. OR something.

He has asked Hudson Wagner to check to see whether or not the docks are part of some sort of historic district or if there are other zoning issues (too close to the site of the wreck of the SS Eastland, maybe even native people's archaeological concerns - that might be enough for an immediate injunction against the building).

**The research into Crude Repurposing and BlackSun is more fruitful. Its takes a few days, but Janine comes back with a portfolio as thick as a hero sandwich. Crude re-purposing is a buzz word for the "recycling" of dirty oil. Its not nearly as green as it sounds, some of the oil is made into industrial plastics, other is made into various toxic machine lubricants, and a good portion is just too dirty to be fully recycled, needing to be disposed of carefully. BlackSun is a corporate beast, specializing in the Oil Industry and waste management. It purchased the land from a company called WCH holdings.***
[Jack] With this background, Jack's going to spend the weekend back and forth on a few fronts.
1. He's going to spend a fair among of the weekend in the office. He shares office space with the City Paper and with the SEIU political action committee. He'll make excuses for a few trips to the Affiliated Construction Trades' (or whichever union they are using primarily. I assume that they are getting specialists from the specialty unions but most are coming from the laborers' union and ACT) and/or the Laborer's local halls (which he does fairly regularly) and passively soak up the gossip. He'll also watch to see if anyone is around who doesn't belong there, and listen particularly for issues that he could use to spark a site inspection from OSHA or the Illinois Department of Labor. [Charisma + Subterfuge + Clout?]
2. He's also going to get in touch with the leaders of the green party, the sierra club, and any other environmental activist groups he can think of at University of Chicago and Northwestern in the guise of his community organizing. He's going to pass on everything Janine finds about the oil recycling facility, right on the Chicago waterfront, hopefully spark some interest and murmurs of opposition there. [Charisma + Politics + Clout?]
3. He is going to touch base with Ray Abernathy, who is a local pastor, and on board of both the NAACP for Cook County and the Congress of Racial Equality. Take him out to dinner, mostly discuss other business. He'll talk about environmental racism, and the suits against oil refining facilities in Louisiana. And mention BlackSun, the oil recycling, and location - much, much closer to majority-black neighborhoods than majority-white neighborhoods. He's not pushing action, just the background idea that something like this is happening again in Chicago. [Manipulation + Subterfuge + Clout?]
For the moment, he's basically priming the pump, though he'll push most with the campus groups (and they would, I think, be more likely to take this and run with it, starting a small picket, et cetera.)
